Homeland Security Threat Level: YELLOW (ELEVATED) Significant National Weather Midwest A winter storm continues to spread wintry precipitation from northern parts of the Southern Plains through the Central Plains, and into the Upper Midwest. Eastern Nebraska, northwest Missouri and Iowa continue to experience blizzard conditions as the storm moves through the area; wind gusts up to 50 mph are possible. Blizzard warnings are in effect across the Dakotas and central Plains through Saturday; snow accumulations of one to two feet are likely. The storm system will continue across central and southern Minnesota and west central Wisconsin through Saturday. The storm still has the potential to produce snowfall totals ranging from 10 inches in western Wisconsin and southeast Minnesota to near-record totals in excess of 20 inches across the rest of central and southern Minnesota. Minnesota, northwest Wisconsin and western Upper Michigan may also be affected by snow drifts which could reach 5 to 10 feet as wind pushes snow through the region. Sleet and freezing rain is expected in portions of both Lower and Upper Michigan. Flood Watches and Warnings are in effect in Illinois due to heavy rain and snow melt. Some areas of central and southwestern Illinois may receive in excess of 3 inches of rain.SouthA line of strong thunderstorms continues to move across the southeast, producing heavy rain and the threat of tornadoes. Total rain accumulations of up to two inches will be possible, especially across southwest Georgia and southeast Alabama.Northeast A mix of rain, freezing rain, and snow is forecast to begin today and continue through the weekend in western portions of Virginia and West Virginia. The transition from snow to sleet and freezing rain to rain will continue to push northward through New York and New England. A large region of freezing rain is expected to form across Iowa and southern Wisconsin, where significant icing is possible. The possibility of heavy snow will extend from eastern Colorado through the Dakotas into Minnesota. The greatest accumulations are expected from eastern Nebraska into the Upper Mississippi Valley where one to two feet of snow is possible by Christmas morning. Strong winds will accompany the snowfall across the Plains, and Winter Storm Warnings and Blizzard Watches are in effect across the entire region.SouthHeavy rain, thunderstorms and wind will spread from the Southern Plains and lower-Mississippi Valley to the Southeastern States Thursday into Friday. Homeland Security Threat Level: YELLOW (ELEVATED) Significant National Weather West A Pacific storm will bring rain and mountain snow to the Pacific Northwest from Washington to Northern California today. Snow showers are forecast from the Northern Rockies southward to New Mexico. Scattered rain showers will be prevalent up and down the western U.S. with precipitation extending as far south as central California by Wednesday evening. Five to eight inches of snow is possible across the Sacramento Mountains in southern New Mexico. Highs will be seasonally cool from the 20s and 30s across the Intermountain West to the 50s and 60s in the Southwest.Midwest A strong high pressure system will fill in from the west and settle over the Ohio River Valley late Tuesday night bringing much colder air with lows dropping well into the teens. Temperatures will range from the teens and 20s in the Upper Midwest to the 20s and 30s from the Central Plains eastward to the Ohio Valley. The high pressure will exit on Wednesday bringing a return of warmer air. An upper level system will move into Texas on Tuesday and eventually into Oklahoma by Tuesday night. Snow will develop over higher elevations in New Mexico and then into west and central Texas. Precipitation will spread from Texas into parts of eastern Oklahoma Tuesday afternoon and into the middle Mississippi Valley by Wednesday morning. Up to four inches of snow is possible across southwest Texas with a lighter amount in Oklahoma and northwest Arkansas.South A large Canadian ridge of high pressure continues to build southward into the southeast. The ridge will settle over the Ohio and Tennessee Valleys later today. Red Flag warnings will remain in effect over central Florida through Tuesday evening due to low relative humidity. A system moving eastward along the gulf coast from Texas will bring the possibility of showers and thunderstorms on Wednesday as the system makes its way into the southeast. Today highs will range from the 30s and 40s from the Southern Plains to the Southern Appalachians to the 60s in the southern Florida Peninsula.Northeast A large upper trough will continue crossing the eastern/northeastern U.S as surface high pressure prevails across much of the country. Lake effect snows and wrap around snows from an exiting low pressure system off the New England coast will continue to ease as the storm pulls farther to the east. Snow showers and strong gusty winds will accompany cold temperatures in the Northeast from upstate New York to northern New England through Tuesday evening. The arctic cold front moving into the region along with high winds will produce wind chills of 20 below in some locations. Sustained winds of 20 to 30 mph with gust up to 50 mph can be expected in the Washington, DC area through Tuesday evening. Highs will range from the single digits to the teens in Upstate New York to Northern New England and in the 30s from Philadelphia to Washington, D.C. East Coast Winter Storm Recovery fema Region III: RRCC is at Watch/Steady State Monitoring No requests for Federal assistanceWest VirginiaLimited ActivationApproximately 5,000 customers without power; restoration continues.2 shelters were open overnight with 6 occupants.VirginiaLimited Activation – Response Operations.Approximately 11,680 customers without power; restoration continues.4 shelters open with 37 occupants. Volcano Activity Redoubt Volcano (106 miles southwest of Anchorage, AK): AVO elevated the Aviation Color Code to YELLOW and the Volcano Alert Level to ADVISORY at Redoubt Volcano. Beginning about 4:00 pm AKDT on December 27, small repetitive earthquakes began to occur in the vicinity of the volcano’s summit. Activity is continuing; these earthquakes are very small and have decreased in frequency overnight. These earthquakes represent a departure from seismicity at the volcano over the past five months. Over $5.6 Million From Fed And State Helps Alaskans Recover From Spring Disaster
ANCHORAGE, Alaska — disaster officials from the Federal Emergency Management Agency (fema) and the State of Alaska Division of Homeland Security and Emergency Management announced today that federal Individual Assistance funds committed for the 2009 spring floods/ice jam disaster recovery effort, along with disaster-related Small Business Administration (SBA) loans, have reached over $5.6 million.
This capsule of recent disaster recovery news is provided by the Georgia Emergency Management Agency (GEMA) and the Federal Emergency Management Agency (fema).
Agencies working on September flooding have poured federal and state dollars into the Georgia economy almost as rapidly as the damaging rain fell during September. More than $88 million has been approved to repair homes, businesses and public infrastructure.
Anchorage Residents Pay Less For Flood Insurance
ANCHORAGE, Alaska — Municipality of Anchorage residents are about to pay less for flood insurance, as a direct result of their community s active participation in the National Flood Insurance Program (NFIP) Community Rating System (CRS). According to fema Acting Regional Administrator Dennis Hunsinger, they ll not only enjoy reduced flood insurance premiums, but face reduced flood risk as well.

Success Stories: Rebuilding Tanana
In early May residents of Tanana, a small Alaska Native village situated where the Yukon and Tanana Rivers meet, watched anxiously as reports of the destruction upriver reached them. When crushing ice and swollen floodwaters reached their village on May 12th, the force damaged homes, dislodged outhouses and fuel storage tanks, and destroyed personal property.

The Infrastructure Solutions Summit (ISS) hosted by ASCE's Civil Engineering Forum for Innovation (CEFI) was a two day event (April 25th and 26th) focusing on developing an agenda for implementing innovations, forming strategic partnerships and providing unified leadership to make infrastructure improvements a national priority.
