			<content:encoded><![CDATA[<p></a><br />DENVER, Colo. &#8212; Federal and state officials want to remind residents of Larimer and Weld counties that the deadline to register for <a target="_blank" href='http://www.disasteralertonline.com'>disaster</a> assistance is July 25, 2008. While registrations cannot be accepted after the deadline, <a target="_blank" href='http://www.femanewsonline.com'>fema</a> will continue to process all applications received before July 25. Registration with <a target="_blank" href='http://www.femanewsonline.com'>fema</a> opens the door to a variety of federal, state, local, and voluntary programs.</p>
<p><a target="_blank" href="http://www.fema.gov/emergency/reports/2008/nat070208.shtm         " >Wednesday, July 2, 2008         </a><br />           Homeland Security Threat Level: YELLOW (ELEVATED)            Significant National Weather            West Scattered mountain thunderstorms are forecast from Montana down to New Mexico on Wednesday. The interior West will remain very warm to hot, but coastal areas will be cooler. The Pacific Northwest, west of the Cascades, will see more showers and cooler conditions by Thursday.  Midwest A cold front moving down from Canada will create thunderstorms from the Central Plains to the Great Lakes; some storms may be severe with damaging winds and hail, possibly accompanied by tornadoes. Locally heavy rain may cause flooding over areas where the ground is already saturated, and more rain and thunderstorms are possible on Thursday around and just south of the I-70 corridor.  South Warm temperatures, relatively low humidity, and dry conditions are forecast for much of the Southeast. A few thunderstorms are possible across parts of the Florida Peninsula, the Gulf Coast and southern Texas.  Northeast New England could experience a few scattered showers and thunderstorms during the afternoon. (National Weather Service, Various Media Sources)                 Midwest Severe Weather and Flooding            Ongoing river flooding continues along parts of the Middle Mississippi River Valley and associated tributaries. All river gauges indicate the Mississippi, Rock, and Illinois Rivers are slowly receding. Two Mississippi River locks, numbers 24 at Clarksville and 25 near Winfield, will reopen by July 4.&nbsp; The Kaskaskia Lock will remain closed until about July 7. Levees and dams are mostly stable and holding; the USACE and local responders are maintaining them. 42 levees were breached or overtopped; 21 levees remain threatened. (USACE, USDA, Regions V, VII)                 <a target="_blank" href='http://www.femanewsonline.com'>fema</a> Region V RRCC            <a target="_blank" href='http://www.femanewsonline.com'>fema</a> RRCC is activated at Level III, 7:00 a.m. to 7:00 p.m. CDT (M-F).&nbsp; A <a target="_blank" href='http://www.femanewsonline.com'>fema</a> State Liaison is active in the Illinois EOC.&nbsp; Joint Public Assistance (PA) and Individual Assistance (IA) PDAs are ongoing in Illinois, Indiana, and Wisconsin. Illinois:&nbsp; The State EOC is fully activated.&nbsp; There is one shelter open with a population of eight. <a target="_blank" href='http://www.femanewsonline.com'>fema</a> Region V Incident Management Assistance Team (IMAT) has a reduced staff that remains active in the Illinois EOC.&nbsp; Indiana: The State EOC is not activated. There have been four fatalities and 42 injuries.&nbsp; Joint IA and PA PDAs are ongoing. There are nine <a target="_blank" href='http://www.femanewsonline.com'>fema</a> <a target="_blank" href='http://www.disasteralertonline.com'>disaster</a> Recovery Centers (DRCs) open. Wisconsin: The State EOC is not activated. There is one shelter open with a population of 17.&nbsp; <a target="_blank" href='http://www.femanewsonline.com'>fema</a> Region II Emergency Response Team (ERT)-A is active at the JFO in Madison, Wisconsin.&nbsp; There are 5 <a target="_blank" href='http://www.femanewsonline.com'>fema</a> Mobile <a target="_blank" href='http://www.disasteralertonline.com'>disaster</a> Recovery Centers (MDRCs) supporting 10 <a target="_blank" href='http://www.femanewsonline.com'>fema</a> <a target="_blank" href='http://www.disasteralertonline.com'>disaster</a> Recovery Centers (DRCs)                 <a target="_blank" href='http://www.femanewsonline.com'>fema</a> Region VII RRCC             <a target="_blank" href='http://www.femanewsonline.com'>fema</a> RRCC is activated at Level III, 6:00 a.m. - 6:00 p.m. CDT (M-F). Joint Public Assistance (PA) PDAs are ongoing in Iowa and Nebraska; Joint Individual Assistance (IA) PDAs are ongoing in Iowa and will begin today in Nebraska. Iowa: The State EOC is operating at normal duty hours. There are four shelters open with a population of 146. Region IV IMAT is deployed to the JFO in support of <a target="_blank" href='http://www.femanewsonline.com'>fema</a>-1763-DR-IA. Missouri: The State EOC is activated at Level I, 7:00 a.m.-6:00 p.m. CDT.&nbsp; There is 1 shelter open with a population of seven. The State EMA will be conducting damage assessments in affected counties due to flash flooding last week. Nebraska: The State EOC is not activated. There are 8,800 customers are without power. (Omaha Public Power District reports as of 2:00 p.m. CDT, July 1) The State continues to closely coordinate damage reports with the <a target="_blank" href='http://www.femanewsonline.com'>fema</a> Liaison at the JFO in Lincoln, NE. PA PDAs began on July 1 and IA PDAs begin today, July 2. (<a target="_blank" href='http://www.femanewsonline.com'>fema</a> Region V, VII, NWS)                  California Wildfires            CA State Operations Center (SOC) is activated 7:00 a.m. - 7:00 p.m. PDT with a limited night shift. <a target="_blank" href='http://www.femanewsonline.com'>fema</a> Region IX has Liaison Officers at the SOC, and North Operations Center in Redding, CA and the South Operations Center in Riverside, CA. There have been no fatalities; however, 113 injuries are attributed to all combined wildfires. There is one shelter open with a population of zero. Emergency Declaration EM-3287-CA was declared on June 28 for seven counties. The Governor declared a State of Emergency for eleven counties; the most recent was Mariposa County, declared July 1, 2008. Current Situation: California has 1,459 fires burning; 28 complexes are actively threatening life and property; 22 located in Northern California and six located in Southern California. A total of 435,894 acres have burned. Statewide resources committed include 18,457 personnel and 100 rotary aircraft. Additional resources include 1,399 Engines; 588 Crews; 335 Dozers; and 410 Water Tenders. Evacuations: Evacuation orders are in effect for areas of Butte, Monterey, and Shasta counties. Precautionary evacuation orders are in place for areas in Butte, Kern, Mariposa, Mendocino, Monterey and Shasta counties. Structures: 26 residences, one commercial building and 19 outbuildings have been destroyed and 8,002 residences, 175 commercial and 2,986 outbuildings are threatened by the ten major reported fires. There are no Critical Infrastructure/Key Resources (CIKR) assets of national concern reported threatened or impacted by this event. Federal Support: <a target="_blank" href='http://www.femanewsonline.com'>fema</a>: Region IX RRCC is activated at a Modified Level III from 6:00 a.m. to 10:00 p.m. PDT to monitor the situation and coordinate Federal response. Region IX has a liaison team at the CA SOC (staffed by Region IX and USFS ESF-4), and Liaison Officers at NorthOps in Redding, CA and SouthOps in Riverside, CA. National Guard: Eight Modular Airborne Fighting Systems (MAFFS) C130 aircraft have flown 92 sorties for a total of 113.5 hours and made 90 airdrops in support of the State of California. 25 National Guard resources are tasked to support firefighting activity. A National Incident Organization (NIMO) Team is assigned as a planning and operational group. 546 Guardsmen from CA, OR, and NV are supporting California firefighting. NIFC pending SECDEF approval for a DOD ground battalion to support wildfire efforts. NASA: NASA is providing the Ikhana Unmanned Aerial Vehicle (UAV) for firefighting support; the first mission over Northern California is scheduled for today, July 2. (CA Dept of Forestry and Fire Protection; CA OES Report July 01, 2008, Region IX, NIFC)                                       Tropical Weather Outlook      Atlantic/Caribbean: A strong tropical wave located over the extreme eastern Atlantic Ocean about 330 miles southeast of Sal in the Cape Verde Islands is gradually becoming better organized, and conditions appear favorable for further development. This system has the potential to become a tropical depression over the next couple of days as it moves generally westward at about 15 mph. Elsewhere, tropical cyclone formation is not expected during the next 48 hours.  Eastern Pacific: At 5:00 a.m. EDT July 2, recently-downgraded Tropical Storm Boris has once again been designated a hurricane. The eye of Hurricane Boris was located about 1,185 miles west-southwest of the southern tip of Baja California, moving west-northwest near 8 mph. This movement is expected to continue for the next 24 hours with a turn toward the west possible on Thursday, July 3. Maximum sustained winds are near 75 mph, with higher gusts. Some weakening is forecast during the next 48 hours and Boris will likely fall below hurricane strength later today.  Tropical Depression Four-E As of 5:00 a.m. EDT July 2 Tropical Depression Four-E was centered about 265 miles southwest of Manzanillo, Mexico and about 465 miles south-southeast of Cabo San Lucas, Mexico. The depression is moving toward the northwest near 7 mph with sustained winds near 35 mph and higher gusts. Some strengthening is forecast during the next 24 hours, and the depression could become a tropical storm during the next 24. Elsewhere, tropical cyclone formation is not expected during the next 48 hours.  Western Pacific: There are no threats to U.S. territories. Vermont: On July 1, 2008, the Governor of Vermont requested a major <a target="_blank" href='http://www.disasteralertonline.com'>disaster</a> declaration for the State of Vermont as a result of excessive rainfall that caused flash flooding during the period of June 14-17, 2008. The Governor is specifically requesting Public Assistance for Addison and Franklin counties, and Hazard Mitigation statewide. Renewed flooding or additional rises possible due to the potential for more thunderstorms and heavy downpours over the basin into the weekend.  Severe thunderstorms may produce large hail and damaging winds, especially during the late afternoon and early nighttime hours, bringing repeated heavy downpours and flash flooding.  West The Desert Southwest will experience highs between 105 and 120. Temperatures are likely to surpass 90 degrees right to the Canadian border of Washington, Idaho and western Montana with parts of central Washington and southwest Idaho seeing highs of 100 degrees or more with near record highs both weekend days in Boise.  The chance for more lightning strikes over the higher elevations of southern Oregon and northern California will keep the fire danger high. Air quality will be poor across the Sacramento Valley all the way to the Sierra Nevada due to smoke and particulates in the air. (National Weather Service, Various Media Sources)                 Midwest Severe Weather and Flooding            The Mississippi River crest continues to proceed slowly downriver.&nbsp; The revised forecast calls for moderate, not major, flooding, and no significant rainfall is forecast until June 27 or 28, 2008. USACE, State and local partners are still in a very active flood fight and are monitoring numerous levees along the River. Two MAFFS are to remain on alert at Chico and two will re-position to McAlellan Air Park to assume alert there.  Two additional MAFFS will be activated on June 26, 2008, for a total of 6 MAFFS.  4 Type 1 helicopters with external buckets, meeting interagency wildland fire qualification and certification, along with appropriate Command and Control and support personnel to assist in fire fighting have been tasked to USMC units in Southern California.  Liaison to the Air Expeditionary Group Commander (AEG)  California is activating the Military Coordination Group to synchronize and coordinate military resources from all branches and components (Region IX, NIFC)                  Fire Management Assistance Grant (FMAG)             A Fire Management Assistance Grant, <a target="_blank" href='http://www.femanewsonline.com'>fema</a>-2778-FM-CO, was approved for the Nash Ranch Fire in Park and Teller Counties, CO.   400 acres are involved; 0% contained. Fire behavior is extreme with the fire forecast the same through tomorrow. Extreme shortage of resources. There are three additional uncontrolled wildfires in the state. The Deer Trap Subdivision and 150 homes are threatened. 300 people have been evacuated. Mandatory evacuations are in place. Fire is &frac14;- &frac12; mile from homes. Some strengthening is forecast and the Depression could become a tropical storm during the next 24 hours.  Another low pressure area is located 975 miles southwest of the southern tip of Baja California and is accompanied by limited thunderstorm activity. It could develop into a tropical depression in the next day or so before it moves into a less conducive environment for development.  Elsewhere, tropical cyclone formation is not expected during the next 48 hours. Some of the storms will contain dry lightning that may ignite additional wildfires.  Northeast Scattered showers and thunderstorms are possible in parts of the northeast as a cold front moves eastward to the Atlantic Coast. One or two of the storms could turn severe. At 5:00 a.m. EDT June 30, the center of Tropical Storm Cristina was about 1,440 miles west-southwest of the southern tip of Baja California.&nbsp; Cristina is moving toward the west near 10 mph.
